Steps:

½ (10 ounce) can diced tomatoes with green chile peppers (such as RO*TEL®), or more to taste

1 whole cabbage
1 whole red onion
1/2 white onion
4 carrots
4 big potatoes
1 teaspoon onion powder
1 teaspoon garlic powder
