Steps:
- Cook rice, according to package directions. I use 1/2 the amount called for. Saute garlic, onion, green pepper, and spices in olive oil until onion is transkucent, about five minutes. if using meat, I add it in now and cook until done. Add in remaining ingredients and heat. Serve over cooked rice. I add in tomatoe sauce if adding in meat. I also add rice in directly to chili and use tomatoe sauce to thin chili. Top with grated cheese and sour cream. Salt and Pepper to taste.
