Steps:
- Preheat the oven to 350 degrees F. In a medium bowl, cream together the sugars and butter. Thoroughly whisk in the orange juice, orange zest, vanilla and eggs. Stir in the oatmeal, flour, baking powder, baking soda and salt. Mix in the chocolate chips. Spoon tablespoonfuls of batter onto a parchment-lined baking sheet. Bake for about 11 to 14 minutes or until browned around the edges. Remove cookies to a wire rack to cool.
