Steps:
- 1. Combine water, milk, and vanilla in a saucepan and add rice.
- 2. Bring to a boil, then cover and simmer until rice has absorbed liquid, about 15-20 minutes. This may depend on the brand of rice you buy, so double check the directions.
- 3. Stir in coconut, mango, Vidalia onion, green onion, and red pepper.
