Steps:
- Mix the cream cheese, brown sugar and lemon zest and juice in a bowl until smooth. Transfer to a plastic bag and snip the corner to make about a 1/4-inch opening. Set aside.
- Add the caramels and 1 1/2 teaspoons water to a saucepan over medium-low heat. Cook, stirring, until the caramels are melted, 4 to 5 minutes. Arrange the apple slices fanned out and overlapping on a plate. Squeeze the cream cheese-lemon sauce on top. Drizzle the warm caramel over the apples and cream cheese sauce. Garnish with sprinkles and potato chips if using and serve immediately.
