1 bunch scallions, sliced, white and green parts separated

2 tablespoons chili powder
2 teaspoons ground cumin
1 ½ teaspoon salt

1 28-ounce can peeled tomatoes , crushed by hand or cut into chunks

3 celery ribs, chopped
