- BASE: Stir together oats, flour, brown sugar, soda, salt, and melted butter.
- Pat into a 11x7x1 1/2 baking dish.
- Bake at 350 degrees for 10 minutes.
- Cool.
- SECOND LAYER: Mix sugar, butter and melted chocolate.
- Add egg: beat well.
- Stir together flour, baking powder, and salt.
- Add to chocolate mixture alternately with milk and vanilla.
- Stir in chopped nuts if using.
- Spread over baked cooled base layer.
- Bake at 350 degrees for 25 minutes.
- Cool.
- FROSTING: Melt chocolate with butter over low heat, stirring constantly.
- Remove from heat and stir in powdered sugar and vanilla.
