½ teaspoon salt
¼ teaspoon pepper
3 tablespoons olive oil
1 teaspoon minced garlic
2 tablespoons all-purpose flour
1 cup chicken broth
½ cup white wine
3 cups shredded Swiss cheese
1 (10 ounce) package fresh spinach, trimmed
¼ cup water
