1/4 cup white wine vinegar
1/4 cup vegetable oil
3/4 teaspoon salt
1/2 teaspoon black pepper
1/4 teaspoon celery seeds
1/4 teaspoon crushed red pepper flakes

Steps:

  • Combine cabbage, peppers, celery, and onions in a large bowl.
