4 cups water
1-1/2 pounds ground beef
1 medium onion, chopped
1 can (28 ounces) tomato sauce
2 tablespoons brown sugar
1-1/2 teaspoons chili powder

1/4 teaspoon pepper
Hot dogs, heated
Hot dog buns, split

Steps:
