2 cups water
2 teaspoons beef bouillon granules

1 (8 ounce) can tomato sauce
1 clove garlic, minced
1 bay leaf
1 teaspoon salt
1 teaspoon dried oregano

1 green bell pepper, cut into 1/2-inch dice
1 onion, chopped
