1 (10.75 ounce) can condensed tomato soup

1 teaspoon salt
2 cups all-purpose flour
1 tablespoon baking powder
2 teaspoons white sugar
½ teaspoon cream of tartar
½ teaspoon salt
⅛ teaspoon garlic powder
½ cup butter
½ cup shredded Cheddar cheese
½ cup sour cream
1 cup milk
