Steps:
- 1. Place onions and green peppers in oil and fry until partial soften. Add ground beef and cook, stiring until brown.
- 2. Drain off fat. Add the other ingredients and stir well. [The dish may be stored in the refrigerator overnight at this point, and baked the next day.]
- 3. Bake covered at 350 degrees for about 30 to 40 minutes.
