- Heat water to boiling in large saucepan.
- Stir in tangerine juice, sugar, cinnamon and cloves.
- Heat to boiling.
- Simmer and stir until sugar dissolves.
- Remove from heat and add tea bags.
- Let steep 3 to 4 minutes.
- Serve Immediately.
