Steps:
- In a large saucepan, cook the beef, celery, onion, green pepper and garlic over medium heat until meat is no longer pink; drain. Stir in the next 12 ingredients. Bring to a boil. Reduce heat; cover and simmer for 1 hour. Spoon onto buns.
