- 1. Heat oven to 350. Butter a 9" square cake pan. Combine the flour, baking powder, and salt. Chop the scallions and walnuts. Grate the carrots. Add the scallions, walnuts, carrot's and parsley to the flour mixture until just combined. Beat the eggs, milk and oil. Stir this into the flour mixture until just combined..
- 2. Spread into the buttered pan and smooth the top. Bake until a toothpick inserted in the center, comes out clean. About 1-1/4 hours.
