Steps:
- 1. Preheat oven to 350 Brown beef and onions, drain excess grease and layer on the bottom of a heavy duty dutch oven (with lid)
- 2. Spread undiluted tomato soup over top beef and onion
- 3. layer peeled, cut carrots over top of tomato soup
- 4. Add bite sized cut, peeled, potatoes over top of carrots
- 5. Mix milk with mushroom soup and pour over potatoes Season with fresh ground pepper Cover and bake until vegetable are tender
