2-3/4 to 3-1/4 cups all-purpose flour
1/3 cup sugar
1 package (1/4 ounce) quick-rise yeast
1 teaspoon grated lemon zest
1/2 teaspoon salt
1/2 cup whole milk
1/3 cup butter, softened

1 tablespoon lemon juice
EGG WASH:
1 large egg white

Place 3 in. apart on greased baking sheets. Cover and let rise in a warm place until doubled, about 45 minutes., Beat egg white and water; brush over pinwheels. Sprinkle with sugar.
