- In a large bowl, combine the flour, baking powder, cream of tartar and salt. Cut in cheese and shortening until mixture resembles coarse crumbs. Stir in milk and chives until moistened., Turn onto a lightly floured surface; gently knead 8-10 times. Roll to 3/4-in. thickness; cut with a 2-1/2-in. biscuit cutter. Place on an ungreased baking sheet. , Bake at 400° for 13-15 minutes or until golden brown. Serve warm.
