1 cup brown sugar, packed
1/4 cup baking cocoa
1 teaspoon baking soda

1/3 cup vegetable oil or 1/3 cup canola oil
1 egg
1 teaspoon vinegar
1 teaspoon vanilla
1/3-1/2 cup mini chocolate chip
