½ cup butter
½ cup milk
2 eggs, beaten
3 cups shredded mozzarella cheese, divided

1 (4 ounce) package sliced pepperoni, or to taste
dried oregano, or to taste

1/2 lb bulk pork sausage
1/4 cup chopped green pepper
2 tablespoons chopped onions
1/2 cup elbow macaroni, cooked and drained
1 (8 ounce) can tomato sauce
4 tablespoons grated parmesan cheese, divided
2 tablespoons water
1/4 teaspoon dried oregano
1 dash pepper

Steps:
