1/3 cup water
1 stalk scallion, cut into rounds

Steps:

1 tablespoon cornstarch
5 blood oranges
3 tablespoons rice vinegar
3 tablespoons honey

3 tablespoons vegetable oil
1/3 cup dried chiles de arbol (about 24) or other small dried chiles
