- Preheat the oven to 425 F and line a roasting pan with foil for easy cleanup. Place a rack in the roasting pan. (If you don't have a rack, crunch up a long piece of aluminum foil into a loose coil and place it in the roasting pan.)
- Sprinkle plenty of sea salt, black pepper, and steak seasoning on to all sides of the roast, gently pressing it on to the surface to make it stick. If you have an oven-safe meat thermometer, you may insert it into the thickest part of the roast now, before it goes in the oven.
- Place the seasoned roast fatty side up on the roasting rack. Roast for 15 minutes at 425 F.
- Reduce the temperature to 325 F and continue cooking for about 45 minutes, or until a meat thermometer reads 135-140 F. (I usually check after 30 minutes in case it cooks faster, or if the roast is slightly smaller.)

- Pat roast dry and rub all over with 1 tsp. salt; set aside.
- Purée anchovies, garlic, rosemary, orange zest, oil, pepper, and remaining 4 tsp. salt in a food processor until finely chopped, about 1 minute. Transfer all but 1 Tbsp. garlic mixture to a medium bowl; reserve remaining garlic mixture in food processor.
- Rub roast all over with half of garlic mixture from bowl. Place fat side up on a wire rack set in a rimmed baking sheet or in a roasting pan fitted with a rack. Add breadcrumbs to remaining garlic mixture in bowl, mix thoroughly with your fingers, and press onto top and sides of roast. Let stand at room temperature at least 1 hour.

- For the red wine-rosemary butter: Place the wine and the rosemary sprig in a small saucepan over medium heat. Bring to a boil, then lower the heat and simmer until the wine has reduced to a syrup and measures approximately 2 tablespoons, about 20 minutes. Let cool to room temperature before removing and discarding the rosemary sprig. Place the butter, the chopped rosemary and the salt in a food processor and pulse to combine. Add the wine syrup and process until fully integrated, about 1 minute. Set aside.
- For the strip steak: Preheat a grill or grill pan to high heat. In a small bowl, combine the olive oil, rosemary, salt and garlic, and rub the mixture all over the steaks. - Coarsely grind peppercorns and allspice together in a spice mill. Combine with salt in a small bowl. Sprinkle mixture evenly over exterior of roast. Add the grated garlic and rub in all over.
- Line a roasting pan with herb branches and set roast on top. Leave to absorb seasonings for at least 1 hour at room temperature, or refrigerate overnight (bring back to room temperature before proceeding). Heat oven to 400 degrees.

- Roast the beef, uncovered, for about 1 hour. Check with an instant-read thermometer after 45 minutes. For medium-rare, take the roast out of the oven when thermometer registers 120 degrees (residual heat will cause roast to continue cooking as it rests).
