2 1/2 cups all-purpose flour
1 1/2 teaspoons baking soda
1/4 teaspoon salt
10 tablespoons butter, cut into 10 pieces
1 1/3 cups whole milk
1 tablespoon dried lavender flowers, crumbled
5 large eggs
2 cups granulated sugar
1 teaspoon vanilla extract
1 tablespoon grated lemon zest
1/2 cup butter, softened
1 (8 ounce) package cream cheese, softened
2 cups powdered sugar
1 tablespoon honey
2 teaspoons grated lemon zest
