3 tablespoons unsalted butter, softened and divided
1 teaspoon finely grated lemon zest

1 tablespoon whole tarragon leaves

1 large lemon
1 ½ teaspoons honey
2 tablespoons sesame oil
1 tablespoon olive oil
2 teaspoons sesame seeds
